I agree, services and prices plays an important role here as most of the operators aren’t providing the services as promised or purchased by the client. Now a days operators who hold strong reputation in the tourist market taking clients for granted as not providing services upto the mark.

If you are communicating before arriving in destination don't forget there may be a time difference and therefore may not receive an immediate reply.
