Great outline but it doesn’t account for the move to the “cloud”…. As we have learned the hard way.. securing data in the cloud is tap dancing in a mine field. All cloud providers have been hacked… so if your outline doesn’t mention/identify where your data is being stored. The outline in my opinion is less than complete.

Measurements should map to a business goal e.g "Number of security incidents in year 2023" is good security performance measure but not business oriented. "Business impact or Operational loss due to security incidents" is business aligned KPI Similarly availability % is very common measures, but "Number of SLA breach" aligns with business more.

Most companies don’t or can’t afford that level of scrutiny. But the hackers have all day/everyday to push forward. The struggle is very real folks.
