The one that is missing from this list is insights from others who have done similar efforts and failed and/or leaders who will tell you the truth. The point is to fail quickly and fast and iterate as fast as possible so your goal is to gather as quickly and cheaply and easily as possible everything that is wrong with what you are doing. ??

There is plenty of literature of different study designs that are available to be used depending on the context of the intervention. So, the scientific part of it is less of an issue in general assuming there are resources to hire such personnel. What the data from experiments may not completely tell is if the intervention is making lives better in tangible ways. For that there tends to be need for qualitative research tools which may include - day-in-the-life (of beneficiary), focus groups, among others.
