The above suits internal reporting on in-house developed software. But, sooner or later, you will either discover, or be affected by, a security in an open source library. In better scenarios you can work around the issue, or someone (potentially you) fixes it soon. But what if fixing it takes long, or if the library is not maintained anymore? Please, also mention: If you discover a security issue in an open source library, do not report it through standard channels (like that library's GitHub issues), because then it could be misused. Most big libraries have a guide on how to report such issues securely. Otherwise check the current contact details of the maintainers and ask them privately.
