It's really important in my opinion to conduct sessions able to uncover the unexpressed objective for each stakeholder (like JAD sessions and similar) defining SMART objectives and to be able to identify the underlying risks. I'm my experience sometimes was useful to include in the stakeholder lists also people from the company that act like "influencer" not necessarily related to a specific title or role in the company to have deep understanding of the current issues and feeling towards the program and the "changes" that it will bring.

The risk appetite and strategy is usually set by the enterprise. The contract should clearly state the ownership of risks, any any mitigating activity (risks in cost RIC). These activities and any allocated personnel should appear on a resource loaded WBS and schedule.

As every Risk is not same then why to do the same treatment while identification and analysis, we need to understand which risks are having huge impact or simply probability is dominant, if impact is higher side we need to plan for mitigation and lower down it's severity, oh my God we need to spend some money to lower the impact of red zone of Risk and management should get trigger to spend some money for the same. The Best strategy is making sure as a Program Manager you are aware of oncoming risk and issues quicker as you can so money=time. Planning monitoring tools ,report types and how to receive them is very crucial while you progress your program /projects. Catching them on time and try to find solutions is acceptable but worst scenarios is as a Program Manager if you not aware of they are exist or discovering them when they damaged to fail your program/projects . So it's a very important plan to monitor your program with all life cycles to make sure you dont miss any risk or not to quick enough to act to resolve them.
