Totally depends on the scope of the product whether is a new product or an existing product. My first approach to be understanding the problem and what the product is going to solve. Would start off on paper / low-fi wireframe and then test the prototype, collaborate with extended teams and get better. Tools can be anything, be it figma or any, one needs to first know what the product is about and how it is going to help the user

The product design team can collaborate on User stories and tasks —> Google XL and Figjam are ideal at this stage Xl format makes writing, iterating, and prioritizing user stories easier. Take priority tasks to Figjam and organize a fishbone drawing for flow and layouts. Make sure the user ?? depicted with the user stories. If you have an agreement on a few screens —> can spend time on Figma. Don't do hi-fi mockups yet. Just a wireframe and clicks can drive the understanding to the next level. Now test and iterate :)
