There is no exact right way, you do need to understand where the final budget came from in order to establish realistic goals. I would also suggest have a contingency budget component built in for the unexpected.

Most Lidars have a functional envelop covering their span(operture angle and beam FoV), their speed, their accuracy and their dimentionality. Chosing the right one is no easy task, and depends on the application: mapping a place for SLAM and leveling the road sandwiching of asphalt are not similar and the lidars used are not neither! Some lidars are very sensitive to porosity of the material they scan, or very sensitive to moise 'reflection' due to polished metal in the way: they produce a 'glare' when measuring, biasing by that all the measurement and offering wrong data in the glary areas. Things like this should be assessed prior to chosing any Lidar.

There are three key components in any LIDAR project, accuracy, resolution and range capabilities. Like all projects you have "Must Have", "Nice To Have" and "Luxury Haves". This means keeping in mind what you want to accomplish. I suggest start with a bare minimum that can accomplish your goals and then consider what enhancements would provide the best cost/benefit. What are the tradeoffs that make sense? Choices in hardware will have a big impact.

Varying environements are the main problem, since the user need tackling uncertainty (modes) AND changes occurringin these modes. Therefore, an optimization could be obtained by: 1- by narrowing the beam span to increase the sampling step (improving resolution) 2- narrowig the beam to improve the speed, getting fewer data but emulating RT response 3- keep sampling step wide open to allow for signal filtering, denoising, and predicting: while the former 2 are fast, the later can be process-intensive Algos & SW involved and maintenance costs need reporting within the budget for the HW used.
