Unfortunately, the peer review process is often dysfunctional. A good review takes time. However, there is little incentive provided to review. Even worse, there have been examples of reviewers delaying a review, only to publish similar work of their own in the meantime. The reward for "first" is too high.

I wish that this were true. In my experience peer reviewers review a body of work in order to give a stamp of approval for, or denial of, advancement in rank. The evaluation is forwarded with the professional’s dossier, but is never provided to the professional. So the peer review. Isn’t a tool used to better one’s product, but just to grade it.
