In my experience, not only do you align the tests with your product life cycle, but also include a plan for regression testing. You will need to test new features and make sure you did not break existing features. It is not cost effective to just test everything. You will need a strategic plan to test new features and include regression testing. You will have to have a systemic way (call tree analysis, dependency map, etc..) to determine what regression testing is sufficient. The key is not to just test new features but make sure the system as a whole is still performing to specifications. Finding issues early is more cost effective than finding them later.
