What advanced analytical methods are used in decision analysis for disaster response?

In my experience of contributing to Emergency Preparedness and Response Planning exercise, we mainly follow the principle of looking back (historical data or past event analysis or risk profile), evaluate recent incidents and look forward based on scenario-based weather forecasts. This approach is more of Scenario planning and analysis method.

I once proposed to approach a complex optimization problem composed of complex optimization sub-problems using the scientific "systems engineering" approach on the one hand to master and control the complexity, and on the other hand to manage the contradictions and redundancies of objectives and constraints between the sub-problems before tackling mathematical modeling or the development of heuristics. Once we defined the requirements and functional architectures (functional level systems engineering output), the translation to a mathematical and heuristic model was seamless. This working method allowed us to contribute with two scientific works instead of the single work that we had set at the beginning (mathematical modeling).

It gives a more accurate estimation of the different disaster response alternatives with little or no variation from the actual possibility.
