It is common to face resistance to any change even if it for better good however in order to inculcate the practices of implementing digital learning one needs to analyze the exact reason of resistance and facilitate transition through, clear communication, constant support to training team to help them prepare the mindset and most importantly give them enough time to get acclimatize to create the ecosystem of tech driven learning culture in their organization. It is evident that, by adopting digital tools we can take learning to next level this also includes efficient administration of conventional trainings. So lead by example to show them that is adds power to their niche skills.

The classroom is the trainers' kingdom and entering it wothout premisson is risky. Instead of offering top-down solutions, choose trainers that are considered thought leaders and help them in planning and creating their own content using digital tools. This way their success stories will be authentic. Much like IKEA's way, let them be the owners. Only one or two lags later have the development team create content for trainers.
