We can use cache at different levels. For some basic scenarios a application cache can be good point to improve latency, in another scenarios we can need more complete solutions as Redis. If we are improving applications with highs loads of course we need to understand opportunities to use cache.

Caching can reduce database loads but use cache invalidation consciously to avoid inconsistency in display. For example, if data in the database has changed, cache needs to be invalidated and rebuilt.

Observability should be a part of your system architecture, you should have Traces, Metrics and Logs and alerts on top of these things for a proactive monitoring. To keep it simple you should know performance and health of your system without logging into any of your infrastructure. For modern microservices architecture systems Distributed Tracing will help a lot in identifying bottlenecks for any performance impact.
