During new employee on-boarding, mandatory security e meta should be deployed. Trainings should be provided on OT security , the importance of adhering to identity and access management policies . Basic cyber security awareness and phishing trainings etc . This will ensure that new employees have a basic knowledge of IT security.

Don't give a stock answer, find out what HR and others need and provide that solution. Sometimes, you need to coach them through, as they might not know well, but understand the underlying needs.

It is quite important to conduct regular trainings for staff that work in the organization. Same applies to data security related matters. HR and IT should undergo trainings that would help both parties understand what role they would play and how to collaborate and make it work. Data security is a sensitive conversation which should be handled by experts who are able to communicate this technicality to both the IT and non-technical HR employees.

As HR and IT are supporting roles in an overall mission, leadership in each must understand the mission and purpose of the organization and answer that call by providing the services necessary to do it. Work in conjunction with each other and the supported areas, and remember that you exist to support that mission and the people doing it, and don't look at life solely as they existing to comply with your requirements.
