Any existing starting point is better than no starting point. In many cases there are some type of data catalogs or original data design architecture record available at the company that would allow not it completely reinvent the wheel. Determining and quantifying how much has the business and market environment will dictate new inputs not previously and delta effort. Even if the decision is to completely change Data architecture and governance that will become a quantitative and qualitative conscious decision.
