To alleviate this ambiguity, it's prudent to adopt an extended model that categorizes stakeholders, such as design team, construction team, management, and regulatory entities. Each of these stakeholders has varying levels of interaction with digital tools. Their technical literacy, regulatory constraints, and expectations may differ, requiring a digital strategy that is both robust and flexible.
