This touches on a few points, but I think it isn't always best to say "use XYZ". Overall, I think it is better to say "use what works best for this project". For a less complex project, you may not need to utilize a preprocessor or even a framework! Meanwhile, a more complex ones may require a lot more careful consideration on what framework/preprocessor would best fit. Each project is unique, so there is rarely a solution that is "best" across the board! Be open, be flexible, and you'll have a lot easier time tackling obstacles.
