A useful way to prioritize issues is to think about how severe the pain point is for your users. You can often learn about this through qualitative research where you get to observe users using your product or another product and see how painful the current solution is. You may be able to pair qualitative insights with quantitative insights through product analytics such as adoption, retention, etc. It is useful to get both qualitative and quantitative insights to get a more complete picture. In enterprise settings, sometimes, users don’t have a choice for what product they can use to get their work done. Qualitative insights can help you understand their frustrations even if they are using the product regularly.

I strongly agree with part as measuring the outcome is as important as solving the problem statement in the very first place. Coming up with an optimal solution is an iterative process and we need to keep taking some informed decisions.
