More importantly, your first step is to persuade your organisation's senior leadership to value security awareness and to openly demonstrate their commitment to embracing and developing a robust security awareness programme. If your senior leadership pracitvely do this, the employees will follow.

All of the above but I have also seen where someone had highlighted what they considered to be a security and/or safety risk only to be subversively ridiculued or even mocked by management usually because there may have been a cost involved. This sends a negative message and will only drive security and safety reporting underground with the very real risk of missing that one critical event. Getting peer and leadership “buy in” to understand safety and security will not only strengthen the culture/awareness, but also allow for support of integrations or processes that may affect their area of responsibility.

If it's fun, people tend to pay attention. By that I mean playing jokes that have very real undertones. For example; pulling up to the gate house in the worst disguise possible, giving a ridiculous name. Watch what the guards do, and critique, but do it while smiling and the guards will be able to laugh at themselves while still learning what protocol is. Don't just assume anyone can figure out what to do and what is acceptable. An awful lot of folks get intimidated when left to their own devices.

Being a part of a Security Champions Program, will empower new employees to directly contribute to cultivating a security-first organizational culture.
