I feel it is important to set consistent, high-level goals for the organization that all regions can feel and see their contribution to the overall success (i.e, "as a company we are going to reduce our carbon emissions 30% by 2030") In a large scale initiative there will always be factors (regional differences being just one of many) whereby achieving 30% isn't possible yet other regions/facility type/facility age/etc. can make up the difference. If the overall goals are communicated well, and the linkage between the overall goals and regional goals are well explained then I feel the entire organization can feel like they are doing their part to achieve the big picture.
