Changes are a fact of life. They happen in every HR project. Don't be so strictly focused on deadlines and timelines that you won't allow them at all. But keep a very tight reign on what changes can be proposed and accepted (e.g. legislative changes) and what changes won't be (e.g. functional nice to have or an additional module). You want to focus on the goal, without being distracted. A good change control board, with full support of the project owners, is a must in order to bring a project live.
