You can obtain that knowledge by participating for the agency when others are being reviewed, going through a review yourself, or cleaning up a poor review your predecessor received. Understanding the players in the process is also helpful. If you come at it from a position of transparency and clarity you'll be fine.

Current best practices in postsecondary education include some form of shared governance, that is, a communication structure which creates an systematic, two-way dialogue between administrators and various constituencies. How do your faculty, staff, and student senates channel their ideas and concerns upward and receive feedback? Ensure these groups contain members from offsite locations. Once in place, follow up items include the demonstration or evidence of a policy which regulates this process, how groups are made aware of it, and evidence that it is used.
