Using Root Cause Analysis tools or any other methodology that would support the elimination or mitigation of that EMERGENCY/URGENT maintenance. This has a lot to do with the Leadership mindset, and the way you monitor/track your indicators. As I mentioned before the deferred WOs that needed to be deferred because of the EMERGENCY/URGENT WOs need to be used as a reflect of the inability to eliminate the failure modes that caused issues. % of RCA complete and % of Deferred WOs is a great way to see if you are progressing and getting to the PROACTIVENESS level you want.
