One factor that really motivates people for becoming a champion is the acknowledgement for the skill. In one of my organisations there was a champions program where based on your knowledge and contribution to security topics, a "White", "Green", "Brown" or "Black" belt was awarded. So champions used to strive for a higher level and they earned more points by sharing knowledge. The knowledge sharing outside the company on security topics earned points for them and the badges earned were displayed on their profile in the internal systems. It had a similar effect on motivation as the badges we see on LinkedIn.

I am a huge fan of end user education. Not this once a year education, I mean every time I am working with an end user I want to walk away knowing they have learned something that will help them in the future. I show them how a strong Passphrase is better than a generic password.
