In my experience a typical first step is Discovery; partnering with each team/department with a diverse user set as Leads and DRIs aren’t always in-tune with the nuances of the daily work streams. Identifying details in each specific work stream will help T-shirt size what the total effort could be.

Conferences are becoming more and more key to finding collaborators with similar goals and interests because it allows you to get industry-specific. People want to do business with other people that they know and like. They want to see who's respected in their particular field. Conferences are excellent at showing who the true subject matter experts are & create a launch pad for collaboration.

There are many SDN resources available on GitHub. Microsoft even has its own repo based on Azure and Windows server products. This is the place to do it if you want to publish your own papers, reports, and code for Azure or Microsoft-based SDNs.
