Assessing the current IT state involves providing answers to: 1. The current enterprise role of IT 2. The current operational model of IT 3. The current maturity level of IT 4. The current asset inventory of IT 5. The current governance model of IT Frameworks like COBIT, ITIL, TOGAF and e-Competence can help provide guide to articulating tailor-made answers to the above. Tools for CMMI schemes, SWOT analysis also provide near-accurate input to the assessment of the "as-is" state of IT. Remarkably, the above also provides us with a guide to how to design the desired IT state which is fit-for-purpose from the perspective of the enterprise objectives/vision/strategy.

SWOT analysis is a great tool to assess and communicate on current state. Understand the business, IT expectations, business complexity and maturity, understand what works and why does not, ... use that information to design your strategy. Current state is important to design your roadmap from current state to future state. Bottom line, don't be influenced by current state when you work on future state.

Before defining your IT vision and goals, you should have clarity on the organization's enterprise strategy (Innovation, Growth, Cost optimization and/or Stability). These then provide guard posts for the business goals from which your IT vision/goals can be formed. It is also very helpful to determine the role of IT in the organization (Support, Strategic, Innovational driver or Operational driver). The existing role of IT may need to be transformed in order to be a significant driver of the business goals. The eventual goal/vision must be SMART and seen to directly enable the achievement of the business goals COBIT and ITIL frameworks are good guides to identifying key factors that can be used to come up with the IT goals and vision.

Sollte die Umsetzung der IT-Strategie ein angepasstes IT Target Operating Model (TOM) ben?tigen, dann sollte dieses in der Roadmap priorisiert betrachtet werden und aus meiner Erfahrung innerhalb von einem Jahr definiert und umgesetzt werden. Mit einer sportlichen Timeline für das TOM wird die IT-Strategie zu einer robusten IT-Strategie, da sich in dieser kurzen Zeit nicht sehr viele Anforderungen und Umst?nde ?ndern k?nnen. Bei einer l?ngeren oder aufgeschobenen Timeline besteht die Gefahr, dass das neue Operating Model nach der Einführung schon veraltet ist.

Authorities, Roles, and Responsibilities We need to set direction from the top management level or board level, this would gear the management or executives (CxO) to instruct or align operations. We need to understand those accountable for Products, Services, and deliverables. We need to know those responsible and supporting processes and activities. Internal Control would be highly relevant to ensure PESTLE factors are taken care of from a preventive, detective, and corrective perspective to ensure desirable results.
