Personally I feel this should be step one. Naturally you will align your reward programs to your company goals, but getting employees feedback from the start will make them feel valued and appreciated. It will help you to see how realistic their expectations are and will help you to weed out employees who are glory hunters and find employees who are reasonable in what they expect.
