How do you develop and maintain a cost baseline and a cost management plan?

In my experience, the cost baseline is the approved version of the total project cost excluding management reserve. The cost estimation will be calculated through analog, parametric, bottom-up, and three-point estimation analysis techniques. In the schedule, we are using the WBS, tasks to make smaller and more manageable steps same as we are using the CBS for each activity and added contingency reserve to create the cost baseline. A cost management plan is part of the project management plan. This will guide you on how costs will be planned, estimated, budgeted, controlled, and reported. It deals with how the project costs are controlled throughout the project. Comparing the budget vs actual spending cost will help to manage costs.

For a project, I see the cost baseline as its financial backbone. Additionally, Change Management plays a pivotal role in cost management by addressing the impact of changes on project costs. Through adept change management practices, organizations can evaluate and manage the effects of alterations, minimizing unexpected cost increases and identifying opportunities for cost optimization.
