I would devise QA metrics based on the current status of production. I will see defect leakage across all portions of the application.I will make sure there are end to end automated tests written for the application.Read the customer bugs and based on the study devise manual check list or automated tests in order to lower down the defect leakage by observing the behaviour of customer bugs.

For selecting a metric you need to know the exact process you are working on to determine the quality of it. If you are working in a manufacturing or production environment you should know the process flow very well because that is the main thing you start from. You should know the process you are working on and then it is upto you to select the relevant metric to work with.

Since QA is all about improvement, what need to be measured to be measured must be directly related to the initial objectives. There is need to separate what need measurement in product such as number and frequency of defects; successes recorded from implementation of corrective actions etc from process related measurements such as number and frequency of return; take and cycle time etc.

Business metrics must be in line with my employees personal metrics, otherwise, they would hardly follow business metrics and really no point, what with for example with business metrics if I can not provide reliable service or product which is meassured by customers and my staff.

As an SQA engineer, I recommend reviewing and refreshing our metrics quarterly or whenever there's a major shift in the product, process, or customer landscape. Think of it as a quarterly check-up at the QA doctor's office! Monitoring involves keeping a watchful eye on those metrics through reports and dashboards. But it's not just a one-way street; soliciting feedback from our team and stakeholders is crucial. They're the ones on the frontlines, after all!

Metrics should be updated monthly or as needed. As for updating, the collected metrics should be able to be trended as required by policy. Overall collection will remain the same for long running projects but a good template should be available for any new products.

QA metrics play vital role key for improvements of overall organisation. If defined in such a way that either there should be process improvements, increase in net profit, increase in productivity, increase in customer delight or increase in pride for the organisation. For right metrics first capture all the grey or painful areas. The second step would be to prioritise against organisational core values and business forecast. The third step would be to create the SMART KPI for each objective. Rigorous monitoring and strive for achievement of the set targets will be fruitful . It should continued every year with starched targets so that on long term let’s say 3-5 years depending upon business continuity ,results will be definitely visible.

Regulations, regulations, regulations, laws, etc. Life, Safety, privacy measures are always at the top of the list for considerations on prioritization. They key is to have a smaller guidance that leads to the larger guidance documents. You need folks to understand implications and be able to consume all that is written which will lead to the more robust legal verbiage. For QA you need to look at all schools of thought and their implications. I always highly recommend getting feedback from different arenas/departments.
