Think of methods to increase engagement with the organization members, a straight presentation can work, but interactive session or app may work. I’ve also found gamification to be useful, most apps have a method to make the training journey fun.

Agreed here. Also, consider where you want the organization to be down the road, 1-3 years, and align the training objectives to meet those strategic goals. Example, you want to reduce the percentage of compromised users over a 1 year period, the training should be built with that goal in mind.

Make sure to throw in some phishing simulations also to keep them alert, let them fall so they can learn to stand against actual threats. Better if the phishing simulations also provide training which you can assign to those who fell
