The concrete cubes made during pouring are tested after 3, 7 and 28 days as the concrete continues to gain it’s strength progressively. Any testing after 10 days will not give proper results. Moreover testings are costly affair for medium sized projects especially in developing countries and have to be managed with due consideration.

In my opinion, the example given here could have been more SMARTer one, for example, the rate of rejection of inpection should be less than 5%, or test failure should be less than 0.5% etc.. A vague objective is very difficult to track and achieve it..
