You can build your testing environment by forking an existing chain and easily fund your testing account for free. On the other hand, updating and maintaining a DApp on the frontend is much harder. In the frontend, technologies get updated much faster. So, you might use a library and tools in your DApp, and six months later, it gets updated to a completely new thing.
