Scoping really comes down to understanding and managing project risks - but it can be very challenging to make sure everyone has a consistent view of those risks, since you often can't see them. Are you building something? What stage in the design are you in? Do you know how much settlement is allowable? What can't happen? Team discussion of these questions and agreement on the answers are important to identifying the geotech requirements and getting everyone on the same page.

Geotechnical engineers should educate public about the importance of foundations of any structure. A good geotechnical solution is necessary for good performance of a safe structure.
