This article leaves me wondering what it intended to accomplish. I don't see the term "Learning and Development" as strong enough and well know enough to stand alone making a general statement. The value of this type of information seems like it will not only be very different per potential application the way of accessing it likewise might be expected to be. With that said the first sentence takes this right on but without any reference to how objectives and outcomes could be influenced by this L&D tool.

Ok, monitor the results of a tool that I have no clue what it is. By the way, I did google the L&D. It in part said that L&D tools help evaluate learning and development. If this series of sections were written by AI someone ought to suggest that AI that the subject, How do you choose the right learning and development vendor or partner, this is the real problem here. AI got the cart before the horse.
