Actually I disagree, culture and values are subjective and open to interpretation. I would rather stress on the point that the community should have guidelines and the members should abide by it. I would also add that repetitive offenders of the guidelines should be paused temporarily from the community.

One thing I've found helpful is what will excite people to go back again and contribute to the community. Maybe points, rewards, coming in the top 10 contributors list which can be shared maybe on LinkedIn as a badge.
