I find UI design to be a never-ending tightrope act. No matter how pretty you make the interface, it still needs to work. And even then, you'll not please everyone. Something that is intuitive for one person to use, may be utterly foreign for someone else. Getting an understanding of your target audience is important, but can only go so far. The balance is more than just black and white, functionality and design. The multitude of facets within the two sides is like trying to balance a 3 dimensional fractal.

UI design is like a building, or a house. Functionality is the foundation and framework. User Interface is the interior design and all the amenities. The feng shui if you will. If the house falls apart the first time you open the front door, it doesn't matter how pretty you made the interior.

A balance between creativity and functionality in UI is always super important, but one needs to come before the other. Focusing on functionality and then balancing creativity with it is better for user experience than focusing on creativity first and then trying to balance functionality. At times, the more creative we get, the more functionality and user experience suffer. Just because it looks pretty doesn't mean it's functional.

"Form follows function" is an adage that is reliably true when it comes to anything designed for people to use. We have all experienced a website, app, or software that did not test its UI with its intended users and the result is something that is not intuitive. What's interesting about that is this can be the outcome of too much form or too much function; too creative or too engineered! The important thing about the "form follows function" adage is that they are both present. Yet when designing UI, the function must always inform the form, not the other way around.

Finding that balance is both challenging and crucial. It takes a very open mindset to strive for perfection while also knowing perfection doesn't exist. But the closer you get, the better your design. As brilliant as Steve Jobs was, there are millions of people who don't like the UI of Apple products. And the reverse holds true for Android systems as well. It comes down to starting with robust functionality and then spreading your ease of use to cover as much of your target audience as is absolutely possible.
