First you have to understand the concern, listen actively to the team/PM, understand their perspective, then do the assessment, how it impacts the project including dependencies on other task as well.

The question is what would I say to a PM that brings forward concerns about dbase changes. It depends my role on the escalation path. As a PM from the consulting world, I would ask if the PM connected with experts on the team to understand the direct and indirect impacts of these changes. Once understood the PM can put that into dollars for leadership. I would encourage the PM prepare several recommendations on how to proceed, including cost, timeline and resourcing options. Once that is ready, the PM should follow their escalation plan to discuss the issue and recommendations with the people who have authority to make decisions (this should be all handled within a day or two so that the issue is addressed in a timely manner).

Assessing the impact of the database changes correctly, reduces the risk of disruptions by 50% as I know. As database developers, we should have a clear understanding on which parts of the software system would be affected by the change. We need to communicate with the respective developers and assess the needed amount of work for system changes. The time for database changes, time for software changes and a time buffer to rollback or repair if something goes wrong should be included in the timeline to be realistic.
