We are coming from an history and mistrust is there. In my experience we follow this procedure. The local authorities are a great entry point to avoid any possible risk. then walk with the community, state your goals, your limits and work with them to have the most effective and useful intervention, even if it is not what you have planned. For example A restoration of a water source and the elimination of oral fecal diseases might have not been the objective since you wanted to do trainings on rights. But if the population is sick and have no access to water, how can you talk about rights?

I know of an organisation that was chased out of a rural community because it couldn't state these challenges in the beginning of it's partnership and during it's cycle. One needs to communicate these partnerships challenges and explain in detail how they are going to overcome them step by step.
