How can you use program evaluation capacity building to promote evidence-based arts and culture?

The term EBAC necessitates clarification depending on the context in which it is applied. In healthcare, it denotes the incorporation of artistic and cultural interventions into healthcare settings, guided by scientific evidence supporting their positive impact on health outcomes such as art installations in hospital corridors, live music, etc. On the other hand, in the realm of education, EBAC signifies the integration of art into educational settings, supported by scientific evidence affirming their positive influence on learning outcomes. It's noteworthy that research exploring human emotions or social dynamics may face challenges in employing controlled group settings since individuals may react differently based on their surroundings.

An example of Evidence-Based Arts and Culture (EBAC) could be a theater company using audience surveys, demographic analysis, and post-show evaluations to understand the impact of their performances. By collecting data on audience satisfaction, engagement levels, and demographics, they can tailor future productions to better meet audience preferences and societal needs, ensuring their programming remains relevant and impactful. Out of the many things one can do, I suggest that the evaluator should be clear on the outcomes they intend to achieve or benefits they intend to realize only then can the program evaluation be more effective and sustainable.

Establish clear evaluation goals, involve key stakeholders, and use findings to refine and enhance arts programs for more impactful outcomes.

In my experience it is important to think about evaluating your outcomes into three types. Outcomes that affect our inputs (more funding), our outputs (quality of service, client satisfaction) and qualitative changes in behaviour. Measuring changes in how initiatives affects the organizations/clients behaviour in often overlooked. Also three ways to look at the way improvements can express. 1-They can improve the performance of the business model (quantitative improvement), 2-they can find workflows that should be stopped (wasteful or aimed at old opportunities) allowing repurposing resources and 3-experiment with qualitative changes to business model to explore emerging paths to value.

Working community arts grant evaluation, if an organization wanted money they had to tell us things which they themselves might not prioritize. Evaluation is an area where we could use the power imbalance to drive arts & culture organizations to provide evaluations. The data supported us to make good use of available grant money in our community. We had to be impartial across a wide variety of organizations. And we needed to be able to show impact on a local level. Therefore there is a critical need for evaluation feeding into data-driven grant reviews based on evidence. But there is also the concept of Trust Based-Philanthropy where more intrusive evaluation is viewed as the wrong way to get improved arts and culture delivery.
