Absolutely without a clear idea and identifying what it is you want to achieve it’s pointless to commence data collection and analysis. Comprehensive Assessment,quality planning and effective goal setting is essential prior to data collection and analysis and they are the essential components that provide guidance to achieve the desired goals and outcomes

To put it simply - there is no basis to a policy position without data! Still, what data to use and how to use it depends on the type of policy issue at hand. For an issue without an equivalent precedent, there will need to be a lot more reliance on qualitative data than quantitative analysis. Regulations relating to AI are a perfect example of a current issue falling in this category. For policy concerning mature issues, there are plenty of precedents to help infer the data that is relevant and how best to use it to make supporting case for a policy position.
