Gamify the learning process. 2. Incentivise learning 3. Make it a common goal. Let the employees know about their contribution and how thier efforts have helped the organisation to be secure 4. Use simple nudges to uplift behaviour 5. Make learning and awareness a continuous process.

There are multiple tools that are used, but the one that's common is using KnowBe4. This is not the complete solution, but it does help to implement and track participation. The metrics received will let you know a plethora of information to make the appropriate adjustments to the program. Be creative, use your tools or inquire about the tools needed for people to learn. Some standards require annual training, I like to see it done in semi-annual basis. This way, users know what the organization is looking for out of their awareness.
