A Red Team or Purple Team professional is very important for this task. Having someone who thinks like the enemy is a crucial part of the art of defense. Furthermore, I would include having an inventory of assets mapping everything that is an information system, because knowing what you work with, you know what you have to defend and attack to test your defenses.

Since we are talking about zero day exploits, consider simulating successful hacking and malware infiltration into each layer of your infrastructure. Test and consider the extent of the blast radius and damage that can occur. Have you segmented your network and infrastructure to contain malware as much as possible? How would you tailor incident response in each of the potential scenarios? Threat intelligence is definitely useful but nothing is better than actual testing with as realistic as possible simulation. As the old saying goes: an untested system is simply a non functional one, so through methodical simulation, you can cover all layers (governance, process and tools), check for their effectiveness and get some actionable insights.

I think these are two different sections. The use of TI should enrich and better inform the work you have done in #1 in identifying your data assets. So far you have the "what?"
