I just would not do it. All the checks and balances will still leave you vulnerable on a public network. If you need to do banking on line all the time use your phone hot spot or carry a private wi-fi

I would not do it. On most public computers you neither have a way to know what other processes may be running on it, nor any control over stopping or managing them. Even if the public computer system will not directly make any harm to your bank account (i.e. by MITM attacks), it can at least simply store all the screenshots and/or keylogging of the session and allow later to access your bank details and other sensitive information you might have had on the screens of the online banking session. It may be not only the criminal act from the public PC provider, but also a local government requirement (as it is popular today from every goverment to explain every intrusion in our personal life by "antiterrorism", "safety", etc. bullshit)

If you have to use the public computer, you should at least try to boot from your own pendrive, that wouldn't shield you from an advanced attack if the computer has a hardware keylogger. To be extra sure you could avoid entering passwords via the keyboard, if the bank website allows you to, but you have to be extra careful with onscreen keyboards too.
