The key issue here is the lack of appreciation of the downside risks of continually reducing IT budgets in real terms. Ultimately, automation and commoditisation of proactive services can only go so far. You can’t patch software that is discontinued, and the older it gets the riskier it is. Secondly, this is not a process you can assign to the lowest and cheapest person in the technical hierarchy; if you don’t have people who understand the technology and how vulnerabilities are exploited you are missing most of it.
