The most effective way is to prevent human access. If nobody needs to do stuff manually, there are nearly no vectors for configuration drift. The table stakes: - IaC can create/destroy whole environments from scratch. If you allow human access to dev, you must wipe and recreate to validate. IaC for new services is part of the MVP, released and managed like application code. - Database setup, access controls, IDP configuration, etc., are part of your IaC. Environments should be usable straight out of your CD pipeline. - Observability! Instrumentation should be good enough to debug without remote access. - Audit every use of break-glass procedures. Getting here is a matter of good governance and platform engineering.

Most providers allow for control over which services can be deployed. Essentially, platform users will only see enabled offerings/configurations. Beyond control over what is often known as the Service Catalog, the types of deployments can be limited. Platform users can be forced to select particular images with organizational specifications.

I think also remembering the opposite is important, configuration drift over time is desirable, as long as its intentional. Remember to also update your policies and guard rails over time to not put a lid on creativity and natural change.
