In Indian Scenario, I have seen resistance from local people if every other stakeholder has been overcome. Because they are the most affected with all the development or its effects. Any urban development involves relocation and displacement as land is the major concern. In order to acquire land for the development, the people have to be relocated and to relocate a chunk of the population requires great negotiations. Resistance comes from different factors, such as lack of awareness, fear of change, mistrust, or competing priorities. Local Government bodies can act as the main sources of mediation.

Creating an environment where all parties feel safe to be heard and not judged is critical in understanding sources of resistance to environmental values. This allows for honest discussions where one can get to the heart of the contention and where there is a foundation of trust and openness to seek solutions together.

One thing I have found helpful is to seek first to understand before you are understood.
