In my experience alongside good templates and standards, it helps to consider as you are using these not just you current need / project but also how the document could assist / accelerate your next or another persons project. Considering these may for example help sections to describe the standard element (likely reuse) separately from the project specific (likely not reused) in a way that makes it easier to reuse content as well as templates / structure.

I agree on the value of breaking down documentation into reusable units. In order to ensure these units are in fact also re-used and even found to be linked, it is very important to ensure they have proper names/titles and are easily found by means of structure and tagging.

In my experience I have seen that smaller self contained documents have a best chance of being reused . Ability to quickly find documents when searching is key to success. My approach is KISS ( Keep It Simple, Stupid) :-)

One thing I’ve found helpful is to set the expectation with teams that documentation should be lean (only contain the information required with no fluff) and to treat each document as a living breathing product that should be updated on a regular basis to keep current and to eliminate waste. I would also consider the purpose of the document and it’s intended lifecycle. Unfortunately documentation takes time and effort and sometimes people can get focused on the need to keep documentation updated past its useful life. Consider a documents purpose at the outset, and review whether that purpose is served, and whether the document remains needed.

Documentation as code is a powerful tool to engage engineering team and evolve docs with code changes. With this approach engineers use common process and tools to create and review docs creating accountability and sharing ownership. Give a try to diagram as code to enrich the results. Frameworks such as DocFx for .Net world is great example to support it.

I don't think you can separate the concerns of "project documentation for reuse" and the design of the project. If the aspects of the project that are being documented are themselves designed for reuse, then you at least have a "leg up". Then picking appropriate levels to document is as important. As we picked up new design paradigms (structured, UML, etc) we tended to get carried away and document at too low of a level which is hard to maintain. Knowing who you are documenting for (engineers, internal managers, customers, investors, etc.) helps pick that level as well. For engineers, you don't want to document at the code level as an example (we used large UML event drawings to create that mistake). They are better off looking at the code.
