Logic analyser will help to tap and view signals at various test points on ECU and to identify if there is issues with software itself or hardware connection/setup. This also help to decode data of many protocols like SPI, UART etc. It can be also recorded and analysed offline.

I think the author here is mixing "optimize" and "cleanup". You typically do *not* want to optimize your code ahead of debugging. Generally, verbose, clean source code compiled with optimizations (memory, speed, etc.) turned off is the best path for debugging. Clean code (readable, commented, well-named variables, etc.) is of course best.
