First of all, do not conflate the meaning of an estimate, plan, and target. When stakeholders ask for estimates they are actually asking for a plan to achieve a target. A target is some deadline/feature-set that the stakeholder wants to achieve. Estimates are unbiased and should represent the amount of effort and time required to get some unit of work done. A plan aims to clearly show what can be done based on the estimates provided in order to meet a target. A good plan would show if a target is achievable or not. It would show if some items need to be dropped or if the target needs to be adjusted. So in summary, in order to communicate and negotiate with clients and stakeholders one has to not conflate estimates, plans, and targets.

As a PM, I've learned that there's really no "negotiating" on timelines. There's an accurate assessment of how much work it's going to take, a reasonable assignment of resources to achieve that work, and there you have the amount of time it's going to take. You can cut scope ,you can add resources,have a solid risk and change management plan.
