The MoSCoW method plays a crucial role in determining resource requirements for a project. It essentially categorizes project elements into Must-haves, Should-haves, Could-haves, and Won't-haves, helping teams prioritize their focus. By doing so, it provides a clear roadmap for allocating resources based on the importance of each requirement. Must-haves get top priority, Should-haves follow, Could-haves are considered if resources permit, and Won't-haves are deliberately excluded. This method ensures a strategic and efficient use of resources throughout the project.

1. Divide the project into manageable work packages representing distinct tasks or deliverables and identify the resources required for each work package. 2. For each resource type (personnel, equipment, materials, etc.), When are the resources needed? For how long? What specific skills and qualifications are performance required? 3. Assess the availability of internal resources and identify any potential gaps. Analyze external supply contracts and consider budget limitations. 4. Create a resource requirement plan document that includes a list of all required resources, quantity and timeframe for each resource, cost estimates, availability, and procurement plan. 5. Regularly monitor resource usage and adjust the plan as needed.

Resource requirements on a project are any resources needed to complete the project on time, with in cost and on schedule as established during the development of the project or during execution of the project. These are subject to change and should be reviewed periodically through the project to determine the necessity and needs of the project. Also to ensure that those resources don’t run out on expendable resources.

One of the performance indicators I measure more often is that of schedule and cost variance. The first variance I look at is schedule, this is because it indicates how well we did in the planning phases of our project as well as our contingencies and dependencies. The second variance is cost, this is because it can indicate how well we not only planned but how we are utilizing our resources, especially personnel. If we have large variances in cost it can show that we are underperforming in some areas of the project. Both of these indicators can be affected by unforeseen circumstances but those variables can be accounted for in the assessment.

Performance indicators on a project are usually called milestones. The are created when developing a project. They check for the need of people, resources and equipment to ensure the project are on track. These are collected by the proper management teams and forwarded in a report to the project manager to determine if a project is on course, off course requiring additional resources or should be terminated because of the cost of the project exceeding what the company expects. These should be reviewed with the appropriate reporting office to determine the course of the project.

In addition to KPIs, the PMBOK suggests using Key Result Areas (KRAs) as another way to establish performance indicators. Key Result Areas (KRAs) are broader categories that encapsulate critical aspects of a project. They serve as high-level indicators of performance and success. By closely monitoring these KRAs and related performance indicators, project managers can assess the overall health of the project and make informed decisions to ensure successful outcomes. The resource utilization plan isn't a set it and forget it thing. It's more like managing an investment portfolio, it has to be rebalanced over time.

Someone responsible must be assigned the task to monitor and report on the use of project resources. Depending upon the project, there may be multiple unrelated types of resources to monitor. Ensure those assigned, understand each resource type in detail.
