Before you get started with what you wan to achieve with your L&D programs, you must start with what your business strategy is, not what your change strategy is. That's wrong. Your change strategy is whatever strategy you come up with to move from say your Current Operating Model (to deliver your current business strategy / model) to your Target operating model (to deliver your future)

A skills gap analysis should be done prior to setting up learning and development objectives. The stated change vision should take into consideration the skills and capabilities of the current employees, identify what is needed and create a plan for success. In the example of implementing a new software system, assessing past employee experience and technical savvy can help craft a framework for designing the scope of training and development needed.

Pick your metrics well ??In my view, it starts with identifying the right metrics around people (engagement?) or processes (error rate?) or anything similar relevant to that team. Track them rigorously. Regular feedback loops help gauge employee satisfaction and efficiency. This approach ensures that ongoing refinements translate into real business value.

For me in general evaluation criteria with L&D initiatives are often very wooly! I'm not knocking that as such just saying that they don't pass the "so what" test. Taking the example as noted, if your objective is to increase user proficiency, then the one material question to evaluate is "what were they able to do, that made a difference, that they would NOT have been able to do without on going development". Surely?

Choosing the evaluation criteria will vary widely from industry to industry depending on the type of process/product involved. Tailor the criteria to the learning and development methods selected. Feedback forms and surveys are better suited for gauging level of user satisfaction and interest but performance based metrics are useful for evaluating quantitative results such as speed, accuracy and adaptability.

To gauge the advantages of ongoing learning, one must focus on evaluating the acquisition of skills, improvement in performance, & employee engagement. Focus on factors like retention, innovation, & adaptability, assessing how well the team shares knowledge & stays satisfied. Cost savings are important, so one must evaluate efficiency as well. Leadership development is a priority, & one must actively seek feedback to make improvements, ensuring that our learning efforts align with organizational goals. If your organization truly believes that it’s people are the biggest assets, then investments in L&D and it’s continuous improvement is inevitable. The standard processes of defining L&D objectives, target participants, budgets and its evaluation follows much later.

By presenting findings clearly, highlighting key achievements and challenges, and offering actionable suggestions in a format that resonates with your stakeholders, you enhance understanding, engagement, and the overall impact of your L&D programs.

Stratification- Dividing a project into distinct categories or segments enables project managers to track changes at a granular level. By stratifying the project based on relevant factors project managers can compare the effectiveness of the continuous learning efforts in each segment. This comparison helps identify trends enabling project managers to make data-driven decisions and allocate resources more effectively. By setting specific goals and metrics for each segment or category, project managers can establish clear expectations and standards for success.

Apart from the aforementioned points, I believe that sharing one's learnings and being able to provide insights quickly and effectively can serve as an excellent tool for measuring progress. As an individual develops and makes progress, they should be able to teach, coach, and mentor others more easily and rapidly, resulting in further personal growth.
